irc.winbolo.com is back up, though the DNS might not be resolving for some users. If connecting to irc.winbolo.com doesn't work, try using the IP address (64.159.76.111).
At this time, I have no information about when we can expect the tracker to be back up and running. As John mentioned in his previous post, the WinBolo.net Active Games page is working and can be used as a substitute.
